Australia AICIS + TGA
Cosmetic-grade retinol is unscheduled to 1%; the actual Schedule 4 entries are the pharmaceutical retinoids (tretinoin, adapalene, tazarotene), and topical retinol above 1% is treated as prescription-strength. Retinaldehyde is GHS Repr. 1B and needs an AICIS assessment certificate (EVA00186, effective 27 June 2026). Hydroxypinacolone retinoate is unscheduled up to 0.5%.
European Union SCCS/1639/21
0.3% retinol-equivalent on the face, 0.05% on the body, and a pregnancy warning required on pack.
United States FDA
No concentration cap. A California Prop 65 reproductive-harm flag applies to product sold in the state.
Canada Health Canada
The strictest of the four: 1.0% on the face, 0.2% on the body.
